While self-government is a form of citizen self-organization, NGOs are the primary form of civic education - not in theory, but in action. It is an education where, alongside concrete actions, we have the training of responsible interaction and the practice of democracy. And when we look at NGOs through an economic prism, we place a lot of hope in their pursuit of social entrepreneurship in the broadest sense. We count on NGOs to contribute to deinstitutionalizing, personalizing and lowering the cost of public services. Is it possible to fulfill such a role under current socio-economic conditions? Are we hoping for too much?
